Council approves Industrial Partition; Considers additional staffing at West Salem Fire Station 11

Salem City Council met for their regularly scheduled meeting on Monday, June 22nd -- the final meeting of the 2008-2009 fiscal year.

As a part of the meeting, Councilor Dan Clem of West Salem continued to advocate for increased funding for Station 11. Earlier in June, Clem advocated for additional funding to be added to the budget to allow for increased staffing levels at the new West Salem Fire Station. Monday evening's motion by Clem included an amendment to move $425,000 from the City's EMS fund to the Fire Services budget.

I'm supportive of using the EMS fund for fire service personnel costs, said Clem.

The motion will allow the Citizen Budget Committee to consider using those funds for staffing the fire station in West Salem. The Budget Committee will meet this summer to make a recommendation back to Council on whether to use the transferred funds for fire station staffing, find funds from another account, or save the funds for use at a later date.

"I want to honor the citizens budget process and allow them to weigh in on it," he said.

Clem also asked in his motion that the Budget Committee review reserves in other City accounts as well. Clem's motion passed 8-0 with Councilor Cannon absent.

In other news, City Council approved a partition of industrial land on McGilchrist. After the public hearing, the industrial site totaling 7.4 acres will be divided into 2 parcels. Both parcels are still zoned general industrial. The motion to approve the partition was made by Councilor Tesler and was supported by an 8-0 vote.

Lengthy discussion took place around a proposed development at the corner of Columbia and Fairgrounds Roads in North Salem. A 4,000 square foot building with plans to include a Subway restaurant received a great deal of attention from neighboring residents. Although neighbors were supportive of the business, concerns were raised about design plans to allow for access from Columbia. After considerable discussion around safety and traffic concerns, City Council moved to support the development with right in and right out access off of Fairgrounds Road as opposed to allowing access from Columbia. Councilor Dickey made the motion and it passed 6-2 with Councilors Sullivan and Nanke in opposition.
